Complete Communities Coalition

Futurewise co-chairs the steering committee of the Complete Communities Coalition (CCC), an alliance of affordable housing advocates, environmental organizations, community-based organizations, nonprofit developers, urbanists, and the local business community.

Our coalition is all united on one thing: planning a roadmap for a vibrant livable Seattle that works for everyone. The CCC is dedicated to fostering an affordable, equitable, and sustainable Seattle through a transformational One Seattle Comprehensive Plan Update, seeking to guide Seattle towards a future with abundant housing and inclusive growth as we plan for the next 20 years.

Latest Updates

December 2025 marked a major milestone for the Seattle Comprehensive Plan with the passage of Phase 1 legislation.

For decades, restrictive zoning laws have limited new housing all across Seattle, driving up costs and reinforcing histories of exclusion. This historic plan has taken major steps to remedy past mistakes. Some of the pieces we’re really excited about:

  • New bonuses for affordable housing,
  • Stacked flats allowed up to 3-4 stories,
  • Expanded homeownership opportunities through modernized ADU policies,
  • Removed outdated parking mandates near frequent transit,
  • Incentivized tree planting and preservation; and
  • Allowing small neighborhood-serving shops and local restaurants on all residential lots.

Phase 2 legislation will focus on Centers and Corridors, and our organizing team is working with the new Mayor’s office and Council for strong, equitable policies that prioritize our people and our planet’s health.

We’re committed to a future Seattle where–no matter where you live or how much you make–everyone has access to complete, connected communities with abundant, affordable housing in walkable and sustainable neighborhoods.

How we’ll get there:

  • Allow middle housing like triplexes, fourplexes, sixplexes, townhouses, and stacked flats throughout all residential areas

  • Allow midrise housing (4-8 stories) and mixed uses in all residential areas within walking distance of frequent transit

  • Create significant floor area, height, and density bonuses for affordable and social housing development and provide incentives for stacked flats and preserving and planting trees.

  • Allow corner stores citywide and increase access for childcare, services and businesses in every neighborhood.
